  4.     One important reason for the racism of college students is
  5. resentment of affirmative-action programs, which have been in place
  6. for more than two decades (EDUCATION, Jan. 23). This
  7. institutionalized unfairness confers preference on members of
  8. minority groups on the basis of color or ethnic origin. As a
  9. result, equal opportunity doesn't exist. There is no question of
  10. the need to right some great wrongs. But in these enlightened
  11. times, surely minority students can compete successfully without
  12. having to use the crutch of affirmative action.

  17.     The suggestion that there is a connection between the Reagan
  18. years of reduced concern for the civil rights of minorities and
  19. increased evidence of campus bigotry and prejudice is a correct
  20. one. Administrative budget cuts and attempts to undermine
  21. affirmative action, on the one hand, and denying that minorities
  22. have any valid complaints, on the other, have contributed to the
  23. continuation of racism as our No. 1 social illness.
